We submit the following in attempt to report and inform the Department of Justice, civil division a list of 849 reported crimes within the Department of Health and Human services and state agencies of child protection.
Operation CPS reform and Family Law reform letter campaign (OCRFR) and research group have compiled overwhelming evidence to support the numerous child protection employees, foster parents, adoptive parents, Judges, Guardian Ad litems, lawyers, police enforcement and medically appointed Doctors, have conspired, condoned, participated, networked, and racketeered for financial profit, adoption incentives, Federal funding (ASFA)(TitleIV), and gains to state revenue through the programs of Child Support, Court ordered supervision, and Medicaid.
While the nation has formed the President's Interagency Task Force to Monitor and Combat Trafficking in Persons (PITF), Trafficking Victims Protection Act of 2000, amended (TVPA), in order to strengthen protections against trafficking in persons in Federal contracting, and supporting penalties for crimes of forced sexual exploitation, labor and prostitution, the nation has yet to see the internal review of state departments, agencies, or entities, its officers, employees, or agents, or any other person engaged in the adoption, foster care incentive fraud, unconstitutional seizure (kidnapping) of a child, murder and debt incarceration under the child support divisions.
Under TVPA definitions; (2)Coercion, (A) (A) threats of serious harm to or physical restraint against any person; (B) any scheme, plan, or pattern intended to cause a person to believe that failure to perform an act would result in serious harm to or physical restraint against any person; or (C) the abuse or threatened abuse of the legal process; is the most common crime perpetuated against parents when confronted with state child welfare workers intent on maintaining the state average of children in foster care for federal funding or adoption incentive to seize a child. Parents are faced with a complex and costly legal process in which the state has a significant advantage with unlimited legal representation. As seen in the recent ACLU lawsuit in defense of the Lakota Tribes
against South Dakota, under Judge Jeffrey Viken, children were removed from families with hearings which lasted less than sixty seconds. This is a S. Dakota problem. It is a national problem.
Under TVPA (4)Debt Bondage; status of a debtor, by the debtor for his or her personal services, or person under his or her control, as security for debt, and the nature of those services are not limited and defined; can be applied in consideration of CSS(Child Support Services) where an unemployed parent support payment is not limited and defined to reflect the economic changes over a period of a minors age until 18. We have seen a noncompliance child support of 4000.00 inflated to 44000.00 with added fines and penalties by state agencies.
Under TVPA (4) Servitude; involuntary servitude is defined as (A)any scheme, plan, or pattern intended to cause a person to believe that, if the person did not enter into or continue in such condition, that person or another person would suffer serious harm or physical restraint ; or (B) the abuse or threatened abuse of the legal process; is akin to Coercion of State agencies who take a child into foster care, without due cause, outside of federal statutes of family placement, for the purpose of federal funding, is servitude to the state.
Lastly, under (8)Severe forms of trafficking in persons; definition; (A) (A) sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age; or (B) the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery; is, in fact, the very definition of the state agencies controlling custody of children in foster care and the adoption market. Enormous evidence supports the sex trafficking of foster children in state care, mental health fraud, sexual exploitation of foster children, forced adoptions, and the ‘sales’ of children for federal incentives, adoption incentives, and state revenue.
As our research has expanded significantly over the course of the five years, the crimes committed by child welfare employees, group home employees, foster paid parents, and adoptive parents include; Child neglect, assault, sexual assault, child pornography, child endangerment, child death/homicide, sex trafficking, falsification, perjury, fraud, drug crimes, cartel crime, imprisonment, bondage, coercion, malice, harassment and murder for hire.

Evidence supports the failure of properly vetting foster parents with convicted paedophile history, child abuse history and drug history. Further evidence of the failure of this branch of law enforcement overseeing child crimes is seen with the numerous reports released showing the high rate of deaths in foster care, overuse of mental health drugs on foster children, medical neglect, non compliance with family placement, group home peer crimes, foster care to prison pipeline and homelessness.
